Russia Bans People With "Disorders Of Sexual Preference" From Driving

The list of disorders ranges from “transsexualism” to “sadomasochism.”

A decree Russian Prime Minister Dmitry Medvedev signed on Dec. 29 could ban transgender people from driving cars, along with others diagnosed with a long list of "disorders of sexual preference."

The provision is part of a broad document outlining the medical conditions that disqualify people from driving or impose limitations on their driving rights. The list of "contraindications" to operating a vehicle includes blindness and epilepsy. But it also references a set of "mental and behavioral disorders" as defined by the World Health Organization, which include "gender identity disorders" such as "transsexualism" and "dual-role transvestism." The order also encompasses "disorders of sexual preference," including "sadomasochism," "paedophilia," and "exhibitionism."

This provision seems to be a small step in the Russian government's ongoing campaign against LGBT people, which began with the adoption of the so-called "homosexual propaganda" ban in 2013. The new rule, which implements a law titled "On Road Safety," relies on the World Health Organization's most recent manual for classifying illnesses, formally known as the International Statistical Classification of Diseases and Related Health Problems, commonly called the ICD-10.

The decree states that the listed mental and behavioral disorders can preclude driving if they are "chronic and prolonged," with "serious" or "frequently exacerbated" symptoms. It covers a wide range of conditions on the IDC-10's list of mental and behavioral disorders, including dementia, schizophrenia and mood disorders, but excludes others such as eating disorders, certain sleep disorders and nymphomania.

The ICD-10 does not classify homosexuality as a "disorder of sexual preference," however, though someone who wishes to change their sexual orientation or gender identity "because of associated psychological and behavioural disorders" can be diagnosed as having a condition called "egodystonic sexual orientation." Russian authorities often enforce provisions in a way that is much broader than a strict interpretation would allow, however, and this is unlikely to matter if officials seek to use this rule to prevent gays, lesbians, and bisexuals from driving.

The Association of Russian Lawyers for Human Rights said the decree "demonstrates bias against certain individuals and groups of citizens, as well as significantly restricting the rights and freedoms of citizens as a whole."

Brandon Austin was suspended from the Providence College basketball team amid a sex assault allegation, but after being recruited to the University of Oregon, he was accused of gang rape.

A student who claims she was gang raped at the University of Oregon has sued the school and basketball coach Dana Altman for recruiting one of the alleged perpetrators, Brandon Austin, even though he’d previously been accused of sex assault.

According to Oregon Live, the lawsuit was filed on Thursday in Eugene, Oregon, and claims that the University of Oregon demonstrated "'deliberate indifference' to the safety of its students by recruiting a player with a history [of sexual violence]."

The suit claims that Altman and the University of Oregon violated the student's rights under Title IX by bringing in a known alleged sexual assailant.

Title IX states:

"No person in the United States shall, on the basis of gender, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving federal financial assistance."

In 2013, Brandon Austin was accused of sexually assaulting a fellow student in November of his freshman year at Providence College in Rhode Island. Prosecutors declined to press charges, but Austin and another basketball player were suspended for the duration of the season. Austin then transferred to the University of Oregon.

By March, Austin had been accused of campus sexual assault again. This time, the allegation was that Austin, along with teammates Dominic Artis and Damyean Dotson, had gang raped a female student, who filed the current lawsuit.

After the allegations were made public, the men were banned from the school for up to 10 years. Prior to that, the three athletes remained on the basketball team's active roster.

The lawsuit claims the men were given a deal from the university that allowed them to quietly leave the school without being formally expelled, and without "any reference to "sexual misconduct," per Oregon Live.

Austin is now on scholarship at Northwest Florida State College. When recruited, the college released statements that acknowledged Austin's pattern of behavior, but never explicitly divulged his history of sexual assault. Basketball coach Steve DeMeo said:

"The college has decided to give this young man an opportunity to continue his education. We have the experience, support and resources to help Brandon get back on track towards graduating and help him be a successful student athlete on and off the court."

The lawsuit's plaintiff is still a student at University of Oregon.

Ohio Abandons Drugs Used In A Lengthy Execution

Ohio will no longer allow the execution drugs used on Dennis McGuire, who appeared to gasp and snort during a 26-minute execution.

The state's Department of Rehabilitation and Correction announced Thursday that it would no longer use midazolam and hydromorphone to execute inmates. Instead, the state has approved the use of thiopental sodium and pentobarbital for executions.

The change comes after Ohio drew fire for the controversial execution of Dennis McGuire, which took place on Jan. 16, 2014. McGuire — who was convicted of raping and killing a pregnant woman — took 26 minutes to die, during which time he seemed to be gasping for air. It was the Ohio's longest execution, and the same drugs were used during a nearly two-hour Arizona execution in July, the Associated Press reported.

McGuire's execution prompted criticism and a temporary halt to executions in Ohio. McGuire's family also sued the state, saying the execution amounted to cruel and unusual punishment.

Some legal experts quickly questioned how the state was going to find the newly-approved execution drugs, according to the AP. Fordham University law professor Deborah Denno said one of the drugs cannot be imported, meaning the state must be getting it from a compounding pharmacy.

A prisons spokeswoman told the AP that Ohio is exploring "all sources of the drugs permitted by the policy."

A scheduled Feb. 11, execution, "and possibly others," will be postponed while Ohio works to secure a supply of the drugs, according to Thursday's announcement.

For the record, fMRI machines can look at what parts of your brain are lighting up. When people have orgasms in these scanners (for science!), researchers are able to see their brains light up like the freaking Fourth of July.

“What we see is a gradual increase in all the brain regions leading up to orgasm,” behavioral neuroscientist Barry Komisaruk, Ph.D., coauthor of The Orgasm Answer Guide, told BuzzFeed Life.

Komisaruk has been studying brain activity during sexual stimulation for 20 years now, and he admits there’s still a lot we don’t know about what’s going on up there. But based on all those lab-induced orgasms, we have a pretty good idea of what regions are lighting up and why they might make us act kind of crazy in bed (or car/hotel/bathroom/wherever you’re getting naked). So here's what we do know:

This is basically the emotional control center of the brain. This includes the hippocampus, which is responsible for memory and fantasies, says Komisaruk. (Maybe that’s why thoughts of your ex or the hot salesperson you saw yesterday keep popping into your head.)

It also includes the amygdala, which is another emotional part of the brain involved in sexual functioning, fear, and aggression. This doesn’t necessarily translate into rough, angry sex — it just means that this highly emotional area is also activated when you're sexing.

These regions are the anterior cingulate cortex and the insular cortex, and activity steadily increases in both during sex. When these light up in response to pleasure, it’s possible that they can can help inhibit pain sensations, Komisaruk explains. That might be why things like biting and hair pulling don’t hurt as much when you’re having sex. This also explains why facial expressions made in the heat of an orgasm are similar to the grimaces we make when we’re in pain, he says.

In an exclusive interview with the Associated Press Thursday, Cassandra said she understood that she will die without the treatment, but that it should ultimately be her decision.

"Being forced into the surgery and chemo has traumatized me," Cassandra wrote in her text to the AP. "I do believe I am mature enough to make the decision to refuse the chemo, but it shouldn't be about maturity, it should be a given human right to decide what you want and don't want for your own body."

She also said she believes in "the quality of my life, not the quantity."

The Hartford Courant reported that Cassandra has an 80% to 85% chance of survival if she undergoes chemotherapy treatments. However, after she was diagnosed, Cassandra decided not to undergo treatment.

Her mother, Jackie Fortin, told the Hartford Courant that her daughter's choice was not religiously motivated and she did not influence her daughter's decision.

"It's her constitutional right — she doesn't want poison and toxins put in her body," Fortin said. "It's her choice, and I support her decision."

He was one of thousands of undocumented immigrants who were recently allowed to apply under a new law.

"One of the happiest days of my life: A real, legit, government-issued California-approved driver's license, which I did not get by lying, or keeping a secret, or living in fear," Vargas, a prominent undocumented immigrant, wrote on Facebook along with a photo of the temporary license.

"I got this license because I am part of this community — as are my fellow undocumented Americans here in California and across the country."

Over the next three years, that number is expected to hit roughly 1.4 million, the California Department of Motor Vehicles said.

California is now one of nine states, Puerto Rico and the District of Columbia to offer driver's licenses to undocumented immigrants.

About 23% of the nation's undocumented population — or 2.45 million people — live in California, making it the state with the largest share, the Wall Street Journal reported.

"If California can do this, why can't New York? Why can't Florida? Why can't Texas?" Vargas told BuzzFeed News. "At a time in which we're at a standstill on immigration reform and nothing is happening in Washington, what are individual states going to do?"
