A third inquest has been granted into the 1988 death, but tensions between police and the family are running high.

Tensions between police and the family of Scott Johnson, a US citizen who died near Blue Fish Point in Manly in 1988, are at boiling point after the NSW coroner granted a third inquest into the death on Monday.

Tensions between police and the family of Scott Johnson, a US citizen who died near Blue Fish Point in Manly in 1988, are at boiling point after the NSW coroner granted a third inquest into the death on Monday.

The body of 27-year-old Scott Johnson was found at the base of Manly's North Head on December 10, 1988.

Speaking to Lateline on Monday evening, Detective Chief Inspector Pamela Young, who from 2013 headed a two-year investigation into the death, suggested then-NSW Police Minister Mike Gallacher had been unduly influenced by Scott Johnson's brother, Steve, to give the case an unusual amount of attention.

Since then, counsel for the Johnson family, John Agius SC, has written to the NSW Police Force requesting Young be removed from the investigation into Johnson's death.

Scott Johnson was a PhD student who had moved to Australia to live with his partner, Michael Noone. His body was found at the bottom of a cliff at North Head near Manly, known as a gay beat at the time. His clothes were placed "in a neat bundle" at the top of the cliff.

On Monday, NSW Coroner Michael Barnes ordered an extremely rare third inquest into Johnson’s death.

The first inquest, held in 1989, ruled the death a suicide. At a second inquest in 2012, Deputy State Coroner Carmel Forbes threw out the suicide verdict and recorded an open finding.

In February 2013, the investigation headed by Young began. It provided no new evidence "directly related to Scott being murdered", Young said outside court on Monday.

However, Johnson's family remain convinced he was killed in a homophobic attack. Agius told the Glebe Coroner's Court on Monday that a new inquest could only bring the finding of death by unlawful homicide.

Agius said a private investigation had found 50 persons of interest and identified five gangs who were known to violently attack gay men in same area that Johnson died.

There is "not a skerrick of evidence" that Johnson might have committed suicide, said Agius, adding there is "no reason to suspect [Johnson], with all of his senses, could have met an accidental death."

Netflix Admits Regrets After Aussie Launch

If you're a Netflix Australia subscriber with Optus or iiNet, enjoy that unlimited streaming while you still can.

When the streaming giant launched in Australia in March it gave customers from those two ISPs a special deal: Subscribers could stream as many shows as they wanted without it counting towards their monthly data limit.

Netflix now says that decision was a violation of their core beliefs.

Netflix now says that decision was a violation of their core beliefs.

In an investor note during its global quarterly earnings report, Netflix said the deal wasn't consistent with their belief in net neutrality.

"Data caps inhibit Internet innovation and are bad for consumers. In Australia, we recently sought to protect our new members from data caps by participating in ISP programs that, while common in Australia, effectively condone discrimination among video services (some capped, some not)" the note said.

"We should have avoided that and will avoid it going forward. Fortunately, most fixed-line ISPs are raising or eliminating data caps in line with our belief that ISPs should provide great video for all services in a market and let consumers do the choosing."

What's net neutrality?

What's net neutrality?

Net neutrality, or the Open Internet, is the concept that all traffic and data online should be treated equally, regardless of which ISP a user is signed up to. Without it, ISPs would be able to charge users more for better internet speeds, essentially dividing the internet into fast and slow lanes.

It may also let ISPs give preference to certain websites, such as a site that the ISP itself owns or makes money from.

It's a big deal in the US where some lawmakers have been trying to allow internet providers to do just that.

Before launching in Australia, Netflix CEO Reed Hastings told Gizmodo Australia, “There’s no reason for data caps. We want to make the internet unmetered. Period. The capped model is antiquated: we want to make it about speed. 10Mbps will cost more than 1Mbps and 50Mbps will cost more than 10Mbps and that makes sense."

"Historically, there was so little content in Australia that many users went over the international links and those are pretty expensive, but now there’s more and more content and content caching in Australia.”

Low-Potency Medical Marijuana Now Legal In Georgia

Georgia’s Republican governor signed a law Thursday that legalizes cannabis oil to patients with cancer, seizures, and other disorders. But advocates say patients will have trouble accessing the drug since it is still illegal to grow marijuana in the state.

Georgia Gov. Nathan Deal, center, fights back tears while speaking after signing a medical marijuana bill into law as the bill sponsor, Rep. Allen Peake, R-Macon, right, looks onThursday.

David Goldman / AP

The bill, known as Haleigh's Hope Act, allows patients with eight qualifying disorders and a doctor's note to possess 20 ounces of cannabis oil, a non-smokable form of marijuana with a low percentage of tetrahydrocannabinol (THC), the psychoactive substance that produces a high, the Atlanta Journal-Constitution reported.

The new law also allows for clinical trials that will further test how the drug works.

Georgia is now the 12th state in America to approve a non-euphoric form of cannabis oil, Reuters reported. Medical marijuana is also legal to smoke for qualifying patients in 23 states and the District of Columbia, according to the Marijuana Policy Project.

State Rep. Allen Peake, the Republican who sponsored the bill, celebrates with families whose loved ones suffer from seizures after the Senate approved the medical marijuana bill in March.

David Goldman / AP

Allen St. Pierre, executive director of the pro-marijuana group NORML, told Reuters that patients will have to go to other states to obtain cannabis oil, but noted that it is illegal to take the drug across state lines to Georgia.

However, state Rep. Allen Peake, the bill's sponsor, said there are pharmaceutical companies that will ship the oil to Georgia, Reuters reported. The state's public health department declined to comment.

Peake also said he plans to introduce a bill next year that will legalize growing medical marijuana in Georgia, Atlanta's WSB-TV reported.
