Dylann Roof has been charged with federal hate crimes in the Charleston, South Carolina, church shooting.

Roof, 21, who is accused of killing nine people in a mass shooting at a historic black church in Charleston last month, has been charged with federal hate crimes — part of 33 overall federal charges returned by a grand jury, U.S. Attorney General Loretta Lynch announced yesterday. He was already charged on the state level with several counts of murder and attempted murder.

Federal charges were necessary to deal with a defendant who Lynch said “decided to seek out and murder African-Americans because of their race” since South Carolina has no state hate crime law, according to the Associated Press. “This is the archetype of the original domestic terrorism,” Lynch said.

Both state and federal charges against Roof could lead to the death penalty, but the Justice Department and state officials have not decided whether to seek it.

Here’s what Kenyan women want from President Obama’s visit.

President Obama will make his first presidential visit to his father’s native country later this week, and women’s rights groups there want him to loosen his administration’s interpretation of an anti-abortion rule, BuzzFeed News’ Jina Moore reports from Nairobi, Kenya. A letter to Obama, signed by 15 national and local women’s rights organizations, argues reproductive health is an integral part of women’s economic empowerment — a key focus of his visit.

“Kenya’s 2010 constitution allows for abortion in limited circumstances, but the procedure has been virtually impossible to access, even when legal, since the Ministry of Health withdrew medical guidelines for the procedure in late 2013,” Moore writes.

WE’RE KEEPING AN EYE ON

Greece’s parliament approved more reforms demanded by its creditors, paving the way for negotiations on a third bailout to ease the country’s debt crisis.

Greek lawmakers overwhelmingly approved the reforms to the judiciary and banking systems, which were the final prerequisite before the country can start formal talks with its creditors — the European Commission, European Central Bank and the International Monetary Fund — for a third bailout worth around 85 billion euros. “Without the money Greece would face financial ruin and forced exit from the euro currency club,” the AP writes.

Last week’s parliamentary vote called for higher taxes and cuts in pensions.

What’s next?

Both sides hope the new bailout talks can conclude before Aug. 20. That’s when Greece faces another critical debt payment due to the European Central Bank for more than 3 billion euros.

You don’t need mandatory prison sentences to put the right drug criminals in jail, says the Justice Department.

In an interview with BuzzFeed News, U.S. Deputy Attorney General Sally Yates makes the case for why the biggest change to federal sentencing laws will improve — rather than unravel — the system that goes after drug criminals. “It’s a fundamental change to the way prosecutors think about their work when it comes to drug cases,” Evan McMorris-Santoro writes.

Yates is one of the leading advocates in the push by President Obama’s administration to eliminate mandatory minimums, which require certain crimes to be punishable by a minimum number of years in prison, altogether in most cases. Last Monday, Obama granted clemency to 46 non-violent drug offenders and later called for lower mandatory minimum sentences in a speech that contained "the most wide-reaching remarks of his presidency on criminal justice and the prison system," BuzzFeed News' Darren Sands writes.

There was movement on both U.S. coasts yesterday in the push to raise the minimum wage.

The New York state wage board recommended an eventual increase of the minimum wage to $15 an hour for fast food workers, and the 10-campus University of California system announced that it will raise its minimum wage to the same amount. The moves come a day after Los Angeles County officials voted to raise the county minimum wage to $15 an hour by 2020. There is also a national push to raise the federal minimum wage, an effort Vice President Joe Biden promoted during a visit to Los Angeles yesterday.

The MP for Brent Central grew increasingly frustrated with Burley. "You say that politicians don't answer the question, I've answered it three times, and then you're asking me the same question again," Butler said.

The interview got tense when Butler insisted Burnham had vowed to include Corbyn in his shadow cabinet if he became leader. "Don't tell me he didn't say it because he did – what's wrong with you?" Butler said.

It's safe to say Burley did not look impressed.

Spoiler: You should be eating well and getting exercise, but you don’t need to take Gingko biloba supplements or worry that you’re watching too much TV.

Let's get this out of the way: There are some things that increase your risk of dementia that you won't be able to do anything about.

Dementia is a set of symptoms that can include problems with thinking, language, spatial skills, orientation and memory loss. It's caused by diseases that damage your brain, like Alzheimer's disease.

Aging is the most significant risk factor for dementia, and there's nothing we can do about it. (For the sake of this post, let's assume that in our lifetimes there's not going to be any miracle anti-aging technology.)

It looks like women are slightly more likely to get dementia than men, even when accounting for the fact that women tend to live longer. Genes can also play a part, but nobody fully understands how.

That's what we're going to focus on here, because those are the factors that are reported (and mis-reported) the most.

With help from the Alzheimer's Society, we've looked at how strong the evidence is for each risk factor. Here's what you need to do to lower your risk, and what you don't need to worry about.

"Of all the lifestyle interventions studied so far, taking regular physical exercise appears to be the best thing you can do to reduce your risk of Alzheimer’s disease and dementia," according to the Alzheimer's Society.

One study, published in PLOS One in December 2013, followed 2,235 men aged 45–59 years in Caerphilly, Wales, over 30 years. It found that adopting four of five factors for a healthy lifestyle – consisting of not smoking, eating well, being physically active, drinking in moderation, having a Body Mass Index (BMI) of between 18 and 25 – reduced the risk of cognitive decline by up to 60%.

"I think it's pretty clear that what you need to do in life is exercise and eat well," Dr Claudia Cooper, from the Division of Psychiatry at University College London, told BuzzFeed Science.

Verdict: Strong evidence for exercise reducing risk of dementia.

Friends Pay Tribute To 23-Year-Old Woman Who Died In A Bungee Jumping Accident

“She taught me how to dream,” a close friend told BuzzFeed News. “She followed her dreams. She told me to follow mine.”

Friends and family have been paying tribute to 23-year-old Kleyo De Abreu after she died in a bungee jumping accident in Spain on Tuesday.

British-born De Abreu had moved to South Africa but was living in Brixton while studying fashion.

She died in Lanjaron, Granada, when she bungee jumped from the Tablate bridge and hit an old stone bridge beneath it, the BBC reported.

A spokesperson for the Guardia Civil in Granada confirmed to the Press Association that her aunt, whom she was visiting in the area, was present at the time of the incident.

He said "one of the lines of inquiry is that there was a miscalculation with the rope", but that it was "too early to draw any conclusions about the circumstances of the death".

Close friend Siki Msuseni told BuzzFeed News that De Abreu "taught me how to dream. She followed her dreams. She told me to follow mine."

In an email, Msuseni said:

Today I lost a friend. A woman mature for her age, Kleyo was calm. She kept me sane when I would hyperventilate over life issues. Kleyo had a good heart and never wished ill upon anyone. She was effortlessly beautiful.

She taught me how to dream. She followed her dreams. She told me to follow mine. She loved carelessly. She dropped everything to travel.

She was my style icon, her collection of vintage gems was amazing. Kleyo was flawlessly beautiful and her good heart made her even more beautiful.

I'm pained by Kleyo's death but at peace that she fulfilled most of her dreams especially being reunited with her father, she also left interior design to follow her true passion, the fashion industry. I was scheduled to go to Europe in the winter to see her and her family but now she is gone, and I am hurt.

I am so sad but during these trying times I think of her mother whom she lived with here in Cape Town. Kleyo was her mother's EVERYTHING, they were clockwork and loved each other so much. They had a very solid bond and I can imagine how devastated her mother is.

I will miss our late nights as interior design students, our lunch dates, our endless thread messages of life dramas on Facebook and WhatsApp.

She leaves behind her family and friends also a very loving boyfriend.

I will forever miss Kleyo.
