Construction workers beginning work on a new market complex also found bangles, rings, human hair, and a few coins on site. The remains have been taken in for forensic testing.
NDTV states that there is construction occurring to build a new market complex, and in the last 48 hours, workers on site discovered the human remains. They also report that the site was previously a government school, before becoming the central base for paramilitary forces during insurgent activities. There have been many reports of disappearances and extra-judicial killings in Manipur.
The discovery of the remains has caused people living in the area to presume that they are of relatives that have been missing for the last three decades, as their bodies were never recovered.
The families have long contested that their relatives were killed in counter-insurgency operations in the state and, allegedly, most of them were deemed fake encounters.

In an NDTV report, Md. Baniyamin, general secretary of Families of the Involuntarily Disappeared's Association, Manipur, said:
"The fact is that the school complex where the eight skulls and skeletons were recovered were previously occupied by both central paramilitary forces and state police commandos as their outpost during the height of counter-insurgency operations in Imphal where cases of involuntarily disappeared occurred."
Manipur's University's anthropology department estimates that the remains could be anywhere between 17 to 40 years old.
NDTV has statements by human rights activists who want "a thorough enquiry in the case."
"Who knows how many skulls are still to be unearthed, which hold with them stories which could be heinous or not, this need[s] to be found out. It is the responsibility of Government to conduct a proper inquiry after carrying out scientific excavation," said human rights activist Babloo Loitongbam.
As per the Hindusthan Times, Manipur People's Party (MPP) have taken up the matter, and have tasked state authorities to explain where the remains came from within seven days.
"The recovery of the skeletal remains including human skulls reminds us the olden day proverb secrets never remains as secret," said N. Sovakiran, MPP's president of opposition.
"MPP will lodge a complaint with the National Human Rights Commission and the Union Ministry of Home Affairs into the matter," he added.
Loitongbam alleged, "This is very possibly the graveyard of fake encounters. It is located close to the Kangla Fort, which was the site of many joint interrogations and torture."
Will we ever find out who A is? Probably not in this lifetime, but at least we’ll know exactly who the best/worst characters were.

Mayor Bill de Blasio made it his mission to reduce homelessness, but the scale of the problem has so far proved overwhelming.

During Michael Bloomberg's term as mayor, the number of homeless in the city soared more than 70%, reaching a record high of 53,000, according to the advocacy group Coalition for the Homeless.
Before he took office as Mayor, de Blasio had indicated his commitment to tackling the problem with a new approach. "We have the highest number of people in shelter in the history of this city," he said on Dec. 12, 2013, "the highest number in the city-run shelter system ever, the highest number of people who are homeless in any sense literally since the Great Depression, and it simply can't continue."
"So we will address the problems in the shelter system and we will take a very different approach," he said.
But de Blasio's efforts are still struggling against the continuing surge.

A family who missed their flight Sunday morning from Indonesia to Singapore by minutes thought they were down on their luck.
That was until an airport official told Christianawati and her 10-member family that their plane, QZ8501, had lost contact with air traffic control, reported Fairfax Media.
"We felt completely limp, the whole family," Christianawati said. "It was like we'd lost our spirit."
Christianawati's husband, Ari Putro Cahyono, had not checked emails or received phone calls from AirAsia informing him the flight would be leaving two hours earlier than the scheduled departure of 7:20 a.m.
Ari and his brother-in-law arrived together in the first of two cars at about 5 a.m., but they didn't attempt to board because they were waiting for the second car of relatives. They then tried to negotiate a later flight.
The flight took off and a few hours later the family was told what happened.
"I just remember those people who we saw running to the last call," Ari said. "I hope they find them. I really hope search and rescue finds them soon."
Ari said he considered what happened to his family a miracle, adding: "I believe God will provide the same miracle to all the families who are waiting for their loved ones."

Acclaimed film director Oliver Stone on Tuesday claimed that the overthrow of Ukrainian president Viktor Yanukovych earlier this year was the result of an American plot.
Stone, who is known for his left-wing politics, made the claim via a post on his Facebook page. In it, he revealed that he'd spoken to the ousted ruler for "4 hours in Moscow for new English language documentary produced by Ukrainians." Stone did not provide many details on the documentary but said it "seems clear that the so-called 'shooters' who killed 14 police men, wounded some 85, and killed 45 protesting civilians, were outside third party agitators."
"Many witnesses, including Yanukovych and police officials, believe these foreign elements were introduced by pro-Western factions-- with CIA fingerprints on it," Stone wrote.
Stone compared the Maidan protests, which started in late 2013 as part of a backlash to Yanukovych's pro-Russian, anti-European policies and eventually led to his overthrow, to protest incidents in Venezuela in 2002 and earlier this year. "Create enough chaos, as the CIA did in Iran '53, Chile '73, and countless other coups, and the legitimate Government can be toppled," Stone wrote. "It's America's soft power technique called 'Regime Change 101.'"
In Stone's telling, the deal that Yanukovych agreed to that would keep him in power was tossed aside "when well-armed, neo-Nazi radicals forced Yanukovych to flee the country with repeated assassination attempts. By the next day, a new pro-Western government was established and immediately recognized by the US (as in the Chavez 2002 coup)."
In actuality, the Ukrainian parliament voted to remove Yanukovych from office. For days afterwards, from the Russian city where he had fled after the vote, Yanukovych insisted that he remained in charge of Ukraine, even as new elections were called.
